DescriptionThe Westminster Catholic Federation formed to act as a defence of the Catholic faith, prompted by issues such as the Education Act of 1902 and Augustine Birrell's Education Bill 1906, which raised concerns for the Catholic Church. The Westminster Catholic Federation was largely organized, in its initial stages, by Sir Charles Russell. He became the Federation’s first President, and on relinquishing that post became Honorary Vice-President. The Westminster Catholic Federation (WCF) drew together all the lay confraternities, guilds, charities and Catholic organisations in London. The WCF campaigned on a number of issues such as birth control, divorce and education. In July 1934, it launched a "Clean Film Campaign", inspired by the National Legion of Decency (also known as the Catholic Legion of Decency), founded in 1933 to identify and lobby against content in motion pictures deemed to be objectionable by the Catholic Church in America.
