DescriptionThe Board was established in 1895 in fulfilment of the requirement of the Rescript of the Congregation for the Propagation of the Faith of 17 April of that year (which lifted the ban on Catholic students attending the Universities of Ocford and Cambridge) that the bishops of England and Wales should constitute a Board consisting of Bishops, priests and laymen to make provision for the appointment and payment of lecturers who were to safeguard the faith of the Catholic undergraduates. The proceedings of the Board were to require confirmation by the Bishops. At its first meeting the Board determined (and the Bishops subsequently agreed) that the requirements would be most appropriately met by the appointment of Chaplains.
