DescriptionCharles Butler, KC, was the Secretary for the Catholic Committee, the group lobbying for Catholic emancipation. He was largely responsible for the official publications of the Committee, which became known as the "Blue Books', the first being the Committee's response to the encyclical letter published by the Vicars Apostolic of England in October 1789, condeming the proposed form of Oath in the Catholic Relief Bill. The Second Blue Book comprised letters by the Catholic Committee regarding the Catholic Relief Bill and Oath, written in February 1791, addressed to John Douglass, Bishop of Centuria and Vicar Apostolic of the Southern District of England, Charles Walmsley, Bishop of Rama and Vicar Apostolic of the Western District, and William Gibson, Bishop of Acanthos and Vicar Apostolic of the Northern District.
