DescriptionCharles Butler, KC, was the Secretary for the Catholic Committee, the group lobbying for Catholic emancipation. He was largely responsible for the official publications of the Committee, which became known as the "Blue Books', the first being the Committee's response to the encyclical letter published by the Vicars Apostolic of England in October 1789, condeming the proposed form of Oath in the Catholic Relief Bill. The Third Blue Book gives an account of the the Catholic Committee's work, defending its efforts in lobbying the government to repeal anti-Catholic restrictions, the progress of the 1791 Catholic Relief Act through Parliament and the dissent over the wording of the Oath of Allegiance between the Catholic Committee and the Vicars Apostolic. It was written in the lead up to the completion of the Committee's term of office in May 1792.
